Project:

DHS Enterprise Data Warehouse

Description:

Cosmic provided consulting assistance to the Department of Human Services for its Enterprise Data Warehouse (EDW) Project. Cosmic provided the EDW Project Coordinator who was responsible for performing the following tasks:

  • Assisted With Determining Current Project Status - reviewed all materials related to the EDW project. These materials minimally included the current Advanced Planning Document (APD), Draft Request for Proposals (RFP), Detailed Implementation Schedule (DIS), and other relevant documentation.
  • Reviewed and Commented on the Logical Data Model - reviewed and provided comments on the logical data model (LDM). The review and comments focused on the completeness and accuracy of the data model, entity types, cardinality and data relationships.
  • Developed a Plan to Determine an Approach for Project Implementation - developed a plan to provide for state staff review of the current EDW project status. This included developing an organization to gather input relevant to the project implementation approach, process feedback and confirm current EDW needs and requirements.
  • Managed Execution of the Project Implementation Plan - managed the execution of the project implementation plan developed above. Arranged and lead all meetings relevant to the project implementation. In addition, provided for the documentation of all meeting minutes, the tracking of issues and facilitate their resolution, and the documentation of all decisions.
  • Assisted With Advanced Planning Document Updates - assisted with the identification of the need for any APD updates, assisted with the modification of the APD and assisted with obtaining Federal approval of the modified APD as necessary. This process took place in a multi-optive environment with ACF acting as the "umbrella" agency for the Federal Government.
  • Assisted With Any EDW Requests for Information - assisted with the development of a Request for Information (RFI) determined necessary for the implementation of the EDW project.
  • Assisted With RFP Development - assisted with any modifications to the Requests for Proposals (RFP) determined necessary for the implementation of the EDW project.
  • Assisted During Procurement - assisted the State by managing the arrangements for approval of the release of the EDW RFP, the bidder conferences, bidder RFP questions and state answers, and the procurement library. In addition, advised the State throughout the evaluation of proposals.
  • Assisted During Design, Development and Implementation - assisted the State by managing the completion of State responsibilities as outlined in the RFP during the design, development, and implementation of the procured EDW.

Project:

Communicable Disease Reporting System

Description:

Cosmic was involved in the design of various server side modules of the web site and involved in the implementation of certain core EJB components. Responsibilities included project status tracking, conducting Requirements Analysis meetings.

  • Collecting Requirements from meetings and preparation of a Software Requirements Specification.
  • Designing the Use Case Diagram, Logical Component Diagram using Rational Rose.
  • Developing the UML Document.
  • Designing the business components using Rational Rose.
  • Designing the deployment architecture.
  • Developing the core components using EJB.

This system is the Department's first step towards the systems consolidation of the various two-tier systems. The Department of Health and Senior Services has a variety of information systems, which follow the Stove Pipe paradigm. CDRS is being designed and implemented such that it could potentially serve as a framework for supporting the Department's ongoing EAI effort. CDRS is a N-Tier web-based system and would be replacing a FoxPro system called NETSS. NETSS is a Surveillance System and the current reporting system is the archaic, paper based system. There is a huge delay in reporting epidemics, using the current reporting system. CDRS would alleviate this situation. By making the reporting electronic, the Department gets accurate information in a very short period of time. The targeted users for this system are physicians, laboratories, local health officials and officers of the Department.

CDRS as mentioned above is a web-based Reporting system, and hence involves capturing information from users and providing the ability to update the same. Users are provided with the ability to search from a particular report, by providing parameters. The system would apply the parameters and list all the reports that match. The user interface design is complex for this system, as there is a great deal of information involved in a report. Due to the dynamic nature of this UI design, and the possibility that this system could serve non-pc clients for instance, special devices that are used in hospitals, PDAs, etc. The presentation layer is implemented using XSL and XML. CDRS supports batch electronic reporting for Laboratory based systems; the data from the Laboratories would be received in HL7 (Health Level 7) compliant format. The interpreter for HL7 data is an integral part of the system. CDRS would import data from its predecessor NETSS and would provide all functions that the user would be able to apply on a web-input case to the imported data as well as the electronic data. The state departments work with CDC and report information to CDC periodically; CDRS also has a module, which would generate the report in the CDC specific format. This format is CDC proprietary property.
